Well I installed a smart performance MBC without the antipacitor and I have it hooked up and the boost is about 1/4 in the red since i had to turn the boost down for the upcoming winter and less then 60 degree weather. My question is that for some reason if i push at half throttle the turbo will spool and hit fuel cut but if i just go WOT and I never hit the fuel cut. The APC gauge is clearly showing more boost then stock and it holds it. So why would i hit fuel cut at only half throttle?

Because Saabs don't like MBCs.

If you want to turn it down just take it out.

1) hope you have T5.
2) Get a real gauge. The APC is pretty much just show and can change from car to car as to what it displays.
3) Clear the ECU and try again. If the issue is still there, then there could be a few different things to effect this.
