Does anyone leave the plastic clutch cover off regularly? Is there any harm to this other than just acting as a dust cover and blocks your from touching moving parts?

Why?

The risk of getting debris, water, dirt in the clutch assembly seems reason enough to leave it there. WHy do you want to remove it?

In addition to blocking debris, I think of that cover as protection against wiring, etc possibly rubbing on the flywheel edge (unlikely as that may be).

Protection. Poking around under the hood with the engine idling could be cause for very serious injury. You could easily lose fingers or a hand on all of the things on the pressure plate to snag. I'm shuddering just thinking about it. For a race car, yeah, maybe, if everything is secured away from the spinny bits if you may need really quick access for a mechanical problem, but that's the only time I'd choose to do it.

HAHAHAHA yes it does. SO many places to lose a finger in these cars. Compressing the stock front springs is terrifying.
