Buddy of mine bought a new Aero bumper cover from Orio last year. You should be able to swap your washer covers and 3 pc grille over, but the fog lights and lower grilles come as separate parts, IIRC.
As for a used one, seems you just have to get lucky. I've missed out on a few since I got my '02 and started searching.
