A good tune will use both, I think the point he is trying to make is to avoid tunes that simply rely on brute force of high boost pressures to make power gains. Similar to how MBC is not recommended.

I have a road tune by frank, back when he was, "the man". Pretty good tune, by the way, but he also spent hours on the road tuning it. I bet it could be better now if someone else took a look at the files with all the knowledge that is out there. I have had it for 7 years now, at times when I get on it I think, hmmmm, that's weird.lol
