Fuel shut off 02 9-3 se

Hey guys,
I recently bought this car and it gave gave me the code for the bpc valve. I had another one so I tried it and still get the overboost condition. I started looks at stuff and the Wastegate was stuck at the valve in the pipe. I got it free and seemed to be better for a bit. But now it's happening again. Is there a way to fix this or do I have to replace the whole pipe?

UPDATE:
While driving it the CEL flashed the P1549 code. I'm not sure if this helps any.

Was the code a P1549 or a

Looks like the wastegate is sticking. I sprayed some PB blaster with graphite in there hopefully it will work. Otherwise is there a way to clean this so it doesn't stick anymore?
