If the switch we're busted, yes, the brake lights would be on with the car off.
If the wrong bulb was used and its somehow allowing voltage from the parking light circuit through to the brake light circuit, then I would image the brake lights would go on/off with the headlight switch.
If the brake lights are off with the ignition off, do they come on with the ignition off but the headlight switch in the middle position?

If that were the case, wouldn't the brake lights work with the car off?
I thought it was a safety thing that brake lights worked with the car on or off.

As suggested, brake light switch is stuck.
Has a bulb been replaced recently? I believe if an incorrect bulb is used, it can actually cause a similar issue.

What is it that the display is telling you?
The problem is most likely that the brake light switch is somehow stuck in the "on" position.

Break nights won't go off
My daughter 2002 9-5 gets an error code about break lights. Her break light will not go off. Once the key is turned not he break,lights stay on. If the car is off the break lights go off. Not sure where to start. I'm a real novice
