oxygen sensor and p0130 code

Hey all,

I have a 1995 Saab 900s. A while back I boosted the car with the stock engine and a t25 turbo. I have since rebuilt a 1997 b234r engine from a 9000 with forged pistons. I installed this engine with a top mount gt3071 turbo and all supporting hardware and had the car tuned by brew city boost in Milwaukee. The car had a cel and ran poorly, but then I moved to Colorado and had John Williams tune the car and it ran much better but still had a cel for the o2. I need to pass emissions in Colorado so I worked with John again and he said I would pass with a e85 tune, so we tuned it again. The car is currently on the e85 tune and is throwing code p0130, which relates to the o2 sensor. I have attempted using a different sensor as well as wiring it directly to the ecu, with no change. The car is using a 1994 harness and the tune is for obd1.

Does any one have any thoughts or recommendations as to what could be wrong or other things to try?

Book points to a bad ECU Have you tried swapping ECU's..? even if running a stock version on a modified car.. you should at least get a different code. You can pick up a spare ECU for cheap if you do a search.
