Need No crank No start advice

Car is a 98' 900s 5-speed.

I would like to troubleshoot this instead of throwing parts at it. I just purchased a digital multi-meter and am guessing it is going to be the most useful tool to help pin-point the cause. I'm just a little green when it comes to using a multi-meter so I'm going to need some guidance from you guys.

My guess is that it is the starter or the ignition switch but i would like to be sure. Both have been working but have issues.

The ignition switch sticks and I need to flick up the cylinder with the key to get it to pop up when I shut the car off. You can also pull the key out of the ignition while the car is running. This is all thanks to some idiot ripping the key out at one of those "oil change while you wait" places.

When I start the car you can sometimes hear the starter motor hang up a bit and buzz after the car initially starts. No so much as a grind more like a buzz.

So this morning it was like 10-15 degrees. I start the car and it struggled to start but did. I didn't think much of it since it was so cold. I drove 2 mins down the road and shut the car off. I filled the tank, got a coffee and got in to start the car... it really struggled to start this time but didn't. I tried it again but got nothing. No crank, no nothing. I can hear a click on the fuse box/relay panel by my left knee. Someone at the gas station had one of those battery jumper packs. Hooked it up and tried starting it... no crank. Hooked up jumper cables, tried starting it and got nothing again. Had the car towed home. Searched around on here a bit and at least tested the battery and got 12.6v. Not surprised there since its 6 months old. I was checking out a few other things and a few spots opened up on the street so I tried bump starting it, I live on a hill and def had enough running room to make it work but the car wouldn't jump to life.

Looking for some direction here... what do you guys think?
