intermittent strange idle and hard brake pedal on decel

I've got a 98 saab 900 with a 2.0 turbo auto trans. This has happened twice this past week while driving: upon deceleration, it feels like the throttle is sticking or the cruise control (the cruise control does not work) is on and car won't gradually slow down like it should with no throttle applied. When I apply the brakes it feels like there is no booster/power brakes, hard as a rock. Within 10-20 seconds all is back to normal. No cel, no codes.

Sounds like you have a leak in your vacuum line to the master cylinder. This would cause a high-idle, surging idle, and a failure of the engine to "engine brake" during decel. You will get a CEL eventually for the IAC valve. Basically the ECU gets confused and takes a moment to set the IAC to position 0 in order to get idle back down. Check all your vacuum lines as they tend to dryrot with age.

I've finally gotten a chance to look into this and noticed that when it happens, my throttle plate is stuck open a bit. I have to force it closed and there is quite a bit if resistance, a loud click, then it shuts all the way allowing the idle to drop back down. Any ideas?
