93 wont start even with new battery

I have very little knowledge about sabb mechanics. I went out to start the car and it cranked slow but finally started. It did that for a couple of days until one day it did not start. I had a friend jump start it and it started right up. It started slow for about a week then again nothing. I jumped it and had the battery tested and it was at 13.

Then one day it would not start and it would not jump start. When I turn the key all the lights come on but nothing under the hood. It does not make any sound. No clicking and it makes no attempt to turn over.

I went out and bought a new battery because I assumed it was not the alternator because when I jumped and drove it held the charge. I assumed it was not the starter since it did not even make the slightest of clicking sound or sound which would make you think some action in the starter.

I put the new battery in but nothing changed. I bought the battery at walmart and they said I could return it if it did not work so I assume I should take it back.

The closet sabb mechanics are 100 miles away and I am a single mom who does not have that kind of money to have it towed. I called everyone close but no one will work on it.

Any ideas on what I could do to at least get it started. Please explain what to do like you would explain it to an alien who understands english but has no idea what a car is ?.

New Battery NO Start, NO power to top mech.

The same issue!. New battery installed, 2 wk later drove it down the street (top down) to store. It would not start! Power to radio, lights, top would NOT work! Error msg Stability Control Failure, Traction Control Failure, and Complete Top Operation before driving. DEAD! Was told (before the battery replacement) the special procedures needed to be done included in the replacement. Didn't say what though......

Sounds like symptoms of a failing starter. I'm not familiar with the new 9-3's, but I'm sure someone on here has worked on them and will chime in. If it is a starter, it should be a rudimentary job for any local mechanic. No need to take it to a SAAB specific tech.
