Rear Heads: Cams Want To Flip While Aligning

Just did the head gaskets on my 2002 SAAB 9/5 3.0T. Putting the belt back on and placing the cam lock tool in place. The front heads lined up without a fuss but when aligning the rear head the cams do not want to stay in place when I try to line them up the cams want to flip. Can someone help me with this issue? I am sure I have gotten everything in order. Is this normal? Thanks!

You have to put it all the way together with the timing belt and tensioner, then remove the cam locks once everything is snugged down.
