Exclamation Howling/whining noise from pass side of engine

Car is a 1999 Saab 9-5. Sump has been previously dropped and no sludge found. has current pcv #6 and serpentine belt assembly has been changed out within last year except the top idler pulley by the alternator. 153,xxx on the car

Car is making a weird howling or whining noise from the passenger side of the car near the serpentine belt area or the engine mount. Started out as a metal sound of something clanging and after some driving over a day or two has developed into this noise. Makes the noise at idle and while driving. Quieted down some after driving 15 minutes. Used to be loud enough you could hear it at 20mph in town.

Is this something in the timing chain area going wrong? or maybe the one idler pulley that i didnt change? Or a vacuum leak somewhere?

Here is a short vid of the noise.

Thank you for any help.

Pull off the belt and run it, that'll tell you whether it's one of the chains or something in the belt drive.

When the water pumps go sometimes the pulley will start to saw into the timing cover and make an odd clangy / grindey sound.
