It's about halfway up the fuel filler neck, remove right rear wheel to access it through the wheel well.

What would be the best way to go about diagnosing this code?

ohms check from ecm pins to canster close valve pins, should be .3ohms or less. then ohms check pins to ground, should be out of limits. Make sure ecm is disconnected from the wiring harness during diag. If wiring checks good replace valve.

Check the valve first - it's much easier. There should be continuity across the two pins, when you power one and ground the other (doesn't matter which for either of them) the solenoid should click, and the valve should close.
